It was a scorching summer day on 31st May, when the NIA sleuths gathered in the chambers of Gopal Subramanian, the Attorney General of India. He had just returned from the US where he had spent hours discussing the David Headley issue with the US Attorney General, Eric Holder… Behera spoke, ‘We will be leaving tomorrow, Sir. I have prepared dockets of the lists of questions as you directed’. The Attorney General looked at the four men who would make the journey to Chicago to interview David Headley. The NIA team consisted of three members: the Inspector General of Police – Loknath Behera, the Deputy Inspector General – Sajid Shapoo and the Superintendent of Police – Swayam Prakash Pani, who was the designated ‘Investigating & Charge-Sheeting Officer’… They were accompanied by the carefully chosen Special Prosecutor – Dayan Krishnan, a graduate of the National Law School, Bengaluru.”
