The Basic Principles on the Use of Force and Firearms by Law Enforcement Officials is not legally binding for Member States, but rather seeks to further clarify aspects of the Code of Conduct for Law Enforcement Officials and provide guidelines it encourages States to adopt and implement.

On 15.06.2004, vide C.R. No. 8/2004 of Detection of Crime Branch Police Station, Ahmedabad City a complaint was filed by Shri J.G. Parmar, P.I. (Crime Branch), Ahmedabad informing, on 14.6.2004 at about 23.00 hrs., an information was received by Joint Commissioner of Police, Shri P. P. Pandey through his personal sources that in a “Blue Colour Indica Car bearing Registration No. MH-02-JA-4786, Pakistani Fidayeens, with arms and ammunition, have left Mumbai for reaching Ahmedabad and they were to enter Ahmedabad early morning at any time.” Under direct guidance of Additional Commissioner of Police (Crime Branch), Dahyaji Gobarji Vanzara strong checking was ordered. Necessary teams were constituted. The accused shown in the complaint were (1) Jishan Johar @ Jaanbaaz @ Abhas Abdul Gani; (2) Amjad Ali @ Salim @ Chandu @ Raj Kumar; (3) Javed @ Praneshkumar Pillai and (4) Lady Terrorist @ Ishrat Jahan Raza.

On 26.11.2005, at 04:00 hrs., Anti-Terrorism Squad officers from Gujarat, including Dahyaji Gobarji Vanzara, were present when Sohrabuddin Sheikh was pulled out of a car and Four Police Inspectors fired Eight Rounds from their Service Pistols.

Tulsiram Prajapati while lodged in Central Jail, Udaipur, had addressed a letter, dated 11.05.2006, to Collector, Udaipur informing him about a life threatening attack carried out on him in Udaipur Central Jail, on 25.03.2006, when he was beaten up with iron rods by co-prisoners. He expressly wrote, there was conspiracy to kill him along with 2 others and also named persons who were behind the conspiracy. Thereafter, on 18.05.2006, Tulsiram addressed a letter to Chairman, National Human Rights Commission alleging, there was conspiracy among Police Officials of Gujarat, Rajasthan, Maharashtra, etc. to do away with him in a Fake Encounter by cooking up a false story of running away from custody. On 28.12.2006, Local Police of Banaskantha, headed by Mr. Vipul Agarwal under direct supervision of Dahyaji Gobarji Vanzara, Range DIG, registered an FIR being C.R. No. 115/2006 at Ambaji Police Station, Banaskantha claiming, Tulsiram Prajapati had been killed in an Encounter.

Acting on a letter written by Rubabbuddin Sheikh, to Chief Justice of India, about the killing of his Brother-Sohrabuddin Sheikh in a Fake Encounter and disappearance of his Sister-in-Law-Kausarbi at the hands of Anti Terrorist Squad (ATS) Police, Gujarat and Rajasthan Special Task Force (STF), SC forwarded the letter to Director General of Police, Gujarat to take action. This letter was issued on 21.01.2007.

At the beginning, State of Gujarat stoutly and vociferously denied, the Encounter, in which Sohrabuddin was killed, was stage-managed. It was only later, it came around to accept it was actually so and his Wife-Kausarbi too was killed while she was in illegal Police Custody and her body was disposed of in a manner as to make it untraceable.

On 01.09.2013, Dahyaji Gobarji Vanzara, DIG of Police (Under Suspension) wrote to Addl. Chief Secretary, Government of Gujarat, Home Department: “I have been maintaining my graceful silence for such a long period only and only because of my supreme faith in and highest respect for Shri Narendrabhai Modi, Hon’ble Chief Minister of Gujarat, whom I used to adore like a God. But, I am sorry to state that my God could not rise to the occasion under the evil influence of Shri Amitbhai Shah who usurped his eyes and ears and has been successfully misguiding him by converting goats into dogs and dogs into goats since last 12 years. His unholy grip over the State Administration is so complete that he is almost running the Government of Gujarat by proxy.”

Vanzara, who recently returned to Gujarat after his Bail Conditions were modified, said he has prepared to be a Politician. “The road map is ready. I may or may not join a party but I will certainly contest State Assembly Elections to be held.”
