There are no materials. A photocopy of a Ration Card, unsupported by any other material, does not even prima facie establish Shri Babuji Rawji Shah was adopted by Gangubai. A film carrying a message and depicting social circumstances of a group of underprivileged women is not impermissible. Nowhere has Shri Babuji Rawji Shah adverted to any provision of law which prevents making of any biographical film.

The Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961 maintains a system of checks and balances. Court has cautioned against interpreting disqualification proceedings in an overly restrictive or narrow manner. Virendrasing had great responsibility as a Father to make sure his Son does not enter into a contract sanctioned by Zilla Parishad itself. Nothing had been placed on record to show even a separation of residence between Son and Father, other than a Ration Card. This was neither here nor there. The disqualification would take effect.
